QUESTIONS:

Is there a way to test this gauge other than attaching to vehicle?

If you're trying to just confirm the gauge is functioning, with power and ground only to the gauge, you should get some slight movement in the pointer to bring it closer to 100. If you're not able to tell by that, create a short/jumper wire between the ground terminal and sender terminal with power supplied. This should peg the gauge past max temp. You won't damage the gauge, you're simply creating zero resistance which is slightly beyond what the gauge would normally see at max temp.
